Portsmouth is largely built on Portsea Island, which is low-lying with a high water table and soft near-surface deposits over the underlying clay in places. Excavation frequently meets water at shallow depth, which complicates foundations, makes basements a substantial undertaking, and affects how and when concrete can be placed.
The combination of low ground level and a high water table also means flood risk is a real planning and design consideration across parts of the city rather than an edge case.
